We made the change under runtime. We are running ACM. We have users that have never modified settings.

So you actually see the change in custom.properties? Is this a single server install or app server is separated from the engine server?

This is a single sever install. The app server runs on the same machine as the engine.

Since Support is working with your team already would you mind attaching the custom.properties to the support case and include a screenshot of its location and one showing the rest of the files present in the conf folder?
Can you also attach the same screenshots showing the content of its counterpart in "ear"? I am wondering if the environment is still reading from there by mistake.
