Inserting Image in HTML

Hi All, 
 
 I have expression rule which contains HTML Code. 
 
 How to insert Image into this HTML code which is stored Appian Folder without using HTML Template / converting image into base64 / passing web URL?

There is a long-since-working HTML solution for attaching the image to your email as a file then displaying it in-line using a certain HTML command - search around here and you will find it. But you will still need to use the HTML template or other custom-defined HTML at least, there's no getting around that part.
