The release notes for Appian 16.3 contains the following (

Sending Message Events to Process Models
We've deprecated the ability to send messages to process models from the Setup tab in the Send Message Event smart service. Sending message events to process models this way has negative performance impacts.
Use the Start Process Smart Service instead.
The last part implies this is only for start message events, but the body implies it applies to all message events, including intermediate message events. Would someone be able to clarify exactly what is being deprecated? Removing the ability to message process models (and therefore in-flight instances) altogether would be a serious loss of functionality and would place Appian behind its competitors as fa...

I guess you might have to include an interim process, waiting at a Receive Message event that takes the escalation process message and utilizes the Start Process smart service to kick off the desired process then loops back to its Receive Message event for the next go-round.

It's really strange/weird to have an active interim process that tries to listen to the message or an active message event in the current process (which will be configured to triggered the desired process) as these won't be used until an escalation takes place. Off course, this seems to be one of the(maybe only) viable ways to overcome then deprecation.

In the case where you'd want an escalation to start a process model, go ahead and target the receive message event on the start node of the process model.

Snippet from the process modeller in 16.3: "The ability to start a process using the Send Message Event has been deprecated, and will be removed in a future version of Appian. Use the Start Process smart service instead."
I am confused !!!
