Validation Message always persists on Blank File Upload, even when replaced with proper file

Question

When trying to upload a blank file getting a validation message 
 
 But, when replaced with a proper file, that validation message still shows 
 
 On testing the interface also, this validation message still persists. 
 Only on, screen reload it goes. 
 Need help regarding this.

This has actually been a known issue for quite a while now . As far as I know the official guidance is just, "don't upload an empty file", which seems to be not a very robust solution overall (imho). 
 However, I can say I've been essentially in charge of maintenance for one production system or another for almost 8 straight years now, and I don't think I've ever gotten a complaint due to a user actually getting stuck on this - so the chances aren't "0%", but it seems like in real-world use it's pretty unlikely.
