Unable to create system administrator

How to create system administrator account on Appian 17.1?I have already modified the password.properties.dev file but nothing is happening.Due to this I am unable to add secondary data source also.Can someone please help me?

Hi,

After successful deployment of Appian, password.properties.dev file will not be available to modify..
Once you configured the properties correctly in repository, try to redeploy the configurations and restart the suite..

I did it also..I stopped everything,modified password.properties.dev and restarted Appian again..When I am trying to login with new system administrator ID it's showing credentials are incorrect..

Try to do the fresh installation ....and also give the user name other than 'Administrator'
