What would trigger a new Permanent License Request?

Question

We are in the process of analyzing our current on premise environment, and I need to know if any (or all) of the following changes below would require us to need to request new permanent licenses for our servers. 
 
 Move a server from a workgroup to a domain 
 change the server name 
 Add/Remove CPU Cores 
 Add/Remove RAM

I don't think moving to a domain necessarily would require a new license. It depends on whether the fully-qualified domain name changes. Most likely it will, but I'm not certain it occurs in all cases. 
 
All of the other changes should require a new license.
