I have created the basic user account and able to login in designer modeas well as apps mode. in designer mode, select the tempo then on words,if trying to login in designer mode , i have got the 'Error 403 - Forbidden;Sorry, your request could not be processed". But in apps mode workds fine for same user .

Per the documentation, you have to add the basic user to the application designers group.
