Connection Timed Out Error while running configure.bat

Question

While running configure.bat facing connection timed out error. Can anyone let me know what could be the reason and solution to resolve the issue.

Is this an 18.2 installation? What O/S? 
 
If Windows then locate the gradle-wrapper.properties file and set the distributionUrl value as follows: 
 
distributionUrl=dists/gradle-4.6-bin/4jp4stjndanmxuerzfseyb6wo/gradle-4.6-bin.zip 
 
Try running configure.bat again
