Where can we find 'Create Groups' for Admin in 18.03

Question

Hello, 
 I have installed a new release 18.03, wherein I cannot find an option to create a new group under run time data. Whereas in 18.01 I had a privilege to create a group along with creation of new users, but now I'm only left with an option of creating new users but not a group and there are existing groups by default. Thus, can anyone cal let me know how to create a group from an high level not from application level.

Hi nellorea0001 a quick question here, 
 why do you want to create a group which won't be the part of any application,as you said you want to create a group on high level? 
 As you are already aware, since 18.2 onwards we can only create the Groups from design console because designer console doesn't exist anymore.

Go to Appian Designer at the top right corner in the tempo --> Click the Appication --> In the application, Click the New drop down --> Select Group option.
