There is a task report that can be opened for a specific user from the admin site. See a screenshot attached in this post.
Please is there a way I can create this report for specific users or for specific groups in an application? We are looking for a way to allow specif departmental super users or app admins to perform this function. These users will not have access to other admin features but can manage tasks and assignments for specific users or apps.

I suggest you check out the app I've shared with the community, called Advanced User Task Report. It sounds like this would solve most of your use case with only small tweaks.
