After upgrading our on-premise from 18.3 to 18.4 version, we are getting blank tempo screen

I had the same issue after upgrading but it was limited to Firefox only switched to Edge and set Edge to clear cache and cookies upon close and the issue resolved. Did you check the application server logs? Try restarting only the application server. You might have to look in to the KDB error logs as well if there were any changes to the Record Type that happened during the upgrade.
