Is there a way to get the "Allow Appian to send email" setting's value (set in Admin Console) in plugin code?

We have a plugin that sends bulk emails. We are trying to find out if there is a way we can update the plugin to honor the "Allow Appian to send email" settings which the administrator sets through the Admin Console.
