Dears,
just need to know in case we will add a new plugin to our development server then we need to restart appian engine to make plugin related changes available in designer??
As the plugin related functions are not available although i have added the plugin jar file in _admin/plugins folder. Appian was already up and running when i copied my plugin jar file to the plugins folder

Plugins can be hot deployed. Check out https://docs.appian.com/suite/help/19.1/Appian_Plug-ins.html#deploying-plug-ins.
