I want to find all the rules which uses functions like isusernametaken, getgroupbyname, group, user, etc. I know the approach to find by exporting and finding in the zip file. It may work when we are thinking to find in a single application. In my case I want to identify in the whole environment.

One easy way to do this is to use the Designer Search. If you choose search by expression, it will search through all the expressions in all design objects. You can do this search at the application level or for all objects in the environment.
We are in 18.2. So no search by expression option
It is available in 18.2 (i just confirmed myself), it's just in a different place than newer versions. You need to perform a search first, and then you can change the search type.
