We are on Appian 19.2 distributed system.
Installed the Appian Health Check plugin
Imported the Health check up App
Created shared-logs folder on appian root folder on all distributed servers.
Ran the Process, it got completed
But the collected data zip file is empty.

What version of the HC collection are you on? Does the same happen when you manually try to download logs from the servlet page? Are there any errors in the app server log after your download attempt?
