user-input Required field is mandatory if I'm not wrong why because without user input how we can change user type.
The above mentioned two points if it is correct please make necessary changes in documentation otherwise please ignore

I see 2 inputs here: "user" and "user type". What do you mean with 3 or 4 parameters?
Do you mean, that "user type" is missing as input in the node element, even its declared as mandatory in the Apppian documentation?

a!reactivateUser(user, onSuccess, onError) takes three parameters as I mentioned but in the documentation its showing with 4 parameters like below
a!reactivateUser(user, newAdministrators, onSuccess, onError)
