Just wanted to know if we can provide a Basic user access to the Admin console or should the user be a System Admin only to access the same?

Why would you want to give a basic user access to the admin console?
As a part of the system design, we have provided access to the Support team with Admin access. But as a result of this, they are seeing the Reports tab on the UI which should not be the case. We tried to change the security but its of no use. As a result we were planning to make them Basic users but then they would not be able to access the Admin console and thus would not be able to perform their tasks. Can you please provide us a suggestion as to what can be done?
Which reports tab do you mean? Which security do you mean?
We have a reports tab on the UI which provides the details of the entries in the system to the Admin Team. There is a security tab on the site which allows only users from a specific group to access it. The support team is not one of them. But since the support team users are System Admins, they are seeing the Reports tab on the UI as well
Do you mean the visibility settings on a site page? This has been fixed recently and with new created sites, visibility is not overruled by the admin user anymore.
That's correct Stefan. Although we can still see the visibility being overruled by the System Admin user
Site page visibility now applies to system administrators on new environments. In order to preserve backward compatibility with the existing behavior, this will only be applied to upgrading environments when requested through a Support case.
