For the configuration conf.retry.MAX_TIME_TO_LIVE, what is its relation to Call

For the configuration conf.retry.MAX_TIME_TO_LIVE, what is its relation to Call Web Service? We understand that the default MAX_TIME_TO_LIVE is 64800 seconds. At what step within Call Web Service does it retry executing the call?

We are currently using Appian version 7.4....
