I'd like to create a form where a super admin creates groups and within those groups there are admins of each group and normal users. I'd like those admins in each group to be able to choose users from an appian list, but I don't know how to extract appian user information and display it in a table.

You can use getallusers() function to get all the active users present in our instance.
Did you try a record picker with the built-in users Record?
If this is about selecting users to add them to a group, a user picker would be my first choice.
