Hi,
Will appian notify administrators (SAAS deployments ) for system abnormalities, increase in system performance over a set baseline or nominal values (system administration best practices) for CPU, memory and disk utilization? Is it auto-system/email notif that we can receive? How granular can appian provide?...

No, those are server administration specific and need to be handled and implemented by the system administrators through their monitoring tools.
Appian only provides error alerts related to processes/tasks and a set of useful logs to review the status of Appian as a web application itself not as a server/box.

Okay, so it can only be done by reviewing/monitoring the log files manually..is there any instances that something like this has been raised, when clients are requesting to see dashboards of web server info for monitoring?

The aspects to monitor you describe are very easy to monitor using any System Administration Tools. You can talk to your IT Department, they should have those in place already to monitor other servers or even the Appian server itself. These tools offer dashboards and reports about the CPU, memory, disk, etc
