Restrict users from changing their password too frequently

Is it possible to make a configuration change to restrict users to change their password a maximum of 8 times in 24 hours? There does not seem to be an explicit configuration suggested here: forum.appian.com/.../Setting_Password_Policies.html

But I wonder if there might be a workaround?
