We are currently on version 7.3. In 7.3, is there a way to limit users that can access the Applications tab in Designer? I would like to limit the ability to deploy applications to a list of users. For an audit requirement, I would like to give users the ability to troubleshoot/fix in flight processes, but not deploy applications to the environment. If not available in 7.3, is this available in more recent versions?

System tab -> System Administration Home folder -> Default Admin Pages folder -> Primary Navigation option. Click the link for "Applications" tab label and you should be able to target it accordingly.
