Where I can see the Data storage in 7.9 version?, as i can see in earlier versions under Home Tab.

What do you mean by "Data storage"? The "Access MySQL Database" link is still present under the Home tab for Appian Cloud instances.

Yes...but the one which we use is not cloud. is there any way to see this 'Access to SQL DB' in this case

If you are on a local install you need to configure your own tools access the primary datastore. There are various products available depending on what database you are using.
