Is there a way to impersonate a basic user using admin account to determine what they are viewing on their screens?

The best way to see what a basic user sees on their screen would be to create a basic user test account.

Is there any other way than creating a test account. We actually want to impersonate actual user accounts to view the user specific objects in the user specific view. General test accounts might not help in this case.

What user-specific content are you thinking of that isn't controlled via group security or something else where it's possible to simulate via a test account?

As suggested above we would create a test account with the same group memberships as the one to impersonate. If you have the password of the account to impersonate, you can login with that account as well. If you are using SSO, you can shift+right click IE to run as a new session, login to IE with that user or the test account then access your environment.
