If I understand your question correctly, I believe the answer is yes.

In the Appian tab of the Authentication menu on /admin, there is a checkbox that will allow you to enable/disable Remember Me functionality. Unchecking this box will disable remember me on mobile as well. This applies to at least 7.11.
