I am not able to see "Navigation Items" option inside Application -> Settings page. Its on-premise installation in our local server .

From documentation link below, I could see the comment as "To add navigation items to an application that does not contain any yet, contact Appian support." How to enable this link for new applications?

I think you're going to have to contact support to get that resolved. The product is moving away from the apps portal, new solutions should not be built on the Tempo interface and leverage the SAIL technology.
