I deactivated a user and now our Helpdesk is unable to update any tickets he's opened. I tried reactivating him and get the message below: The user [simpson.chung@dm.usda.gov] does not have sufficient privileges to perform the requested action because they are not in any role.
How do I reset the Role?...

When you say you tried reactivating the user, did you try doing it from the people's tab of the designer interface? The message that you have posted here means that the user who is trying to reactivate the user does not have sufficient priveleges to do so. Users who are System Administrators would be able to reactivate the user.
