On a clean 16.1 install, I'm unable to access /design and /admin.

On a clean 16.1 install, I'm unable to access /design and /admin.

The log outputs this:

Please share your findings and resolution. We unable to access /design URL in our https environment. On the http environment, everything working find. We are on (16.1/hotfix C). Thank you.
