Is there any way (security policy) in Appian, USER account never expire (de-activate)?

I'm sorry, I don't think I understand your question. Currently user accounts have to manually be deactivated. Therefore they do not expire.

On Admin console Authentication -> Appian, there is a property "Deactivate Users Who Have Not Logged In Recently". You have to uncheck it. This is not applicable if users are authenticated using LDAP.

In Admin Console
Authentication Tab>>Appian, there is a property "Deactivate Users Who Have Not Logged In Recently". You have to uncheck it
