I am trying to extract the hotfix contents and receiving the following error, so I can't execute the deleteFiles script. Has anyone encountered this? Any suggestions?

Is the issue is with extracting it out of the hotfix.zip package that you downloaded?
Is the behavior the same if you try re-extracting it to the same directory and/or different directory?
Is the behavior the same if you try re-extracting after re-downloading the hotfix ZIP package again?

Yes - issue is when extracting. Same behavior from different directories and same behavior after deleting and re-downloading.

Have you tried using a different Zip Utility? For example, 7-Zip?

Does a different extraction utility work, or the same behavior?

I have no issue extracting the contents using 7-Zip.

I went to a different computer that had 7-zip and that worked.
