Appian 16.3 Hotfix B and C - Login Failed after Update

I recently tried installing Hotfix C on an Appian 16.3 instance that had Hotfix A installed and working. After installing Hotfix C I wasn't able to log in. I had other members of the team try to log in and they were also unable to. I reverted the server back to before Hotfix C and tried installing Hotfix B and had the same issue is occuring. No entry is entered in the logs about why the login failed. I performed further tests and found that a user set to be a basic user is able to log in and no System Admin users are able to login. This occurs with either Hotfix B or C installed. LDAP Authentication is setup through the Admin console.

Is anyone else experiencing this issue or found a solution for it?
