Can't login after 17.1 Hotfix A

Hello, I just installed Hotfix A on my local machine. After installation, I cannot login--clicking "sign in" after entering my username/pw redirects me to <host>:8080/suite/ (strips "design" from end).
I have tried different browsers and deleting cookies. I was able to login fine before applying the Hotfix. I also confirmed my web.xml file was unchanged. What could be the problem?
