Yes you can create a chatbot in SAIL. But you will have to use a Integration. You can search for the free APIs in https://rapidapi.com/ .
You can also use Teams chatbot/chatMessage learn.microsoft.com/.../chatmessage-post
SendBird ChatBot sendbird.com/.../overview
you can create a Integration and call it in your Interface.
