Looking at old posts it was stated it would be 2 weeks after it is made live 23.1 went live on the 3rd march it is now the 30th March and I have restarted my CE and it is still 22.4 and all the documentation in the academy is for 23.1.

Mine upgraded overnight a day or two ago. I expect that others are in queue to do so automatically; however I'd also note that my upgrade from 22.3 to 22.4 never happened automatically, and I specifically had to ask about it (so don't wait forever before asking, I guess). I agree it would be nice getting a bit more information about this up-front.
i checked the version before posting. and I was on the old one. just wanted to practice some stuff as I am new to all this. I home shutting it down and asking for the same region will get me on the same virtual machine so I don't have the headache of asking our IT department to allow me to access the site again as it was url specific to the vwra.appian.community that was allowed through our firewall
Honestly I'd just wait a few more days - I don't think there's any guarantee that shutting it down and restarting it will force the upgrade. Note that the only way you get a different instance / URL is if the old one is deleted - either from the 1-month activity timeout, or if you utilize the option in your control panel (not just "shutdown" / "restart").
was able to restart the site again and retain the url will wait a few days and chase them next week
