Load Balance across execution engines

We are creating large number of records based on data received from external system. Does the Start Process smart service create the process instances across all process execution engines?

The official description page doesn't mention it either way, but from what I've heard from knowledgable sources, yes it does.

Yes. 
You can try with test process model invoking multiple instances. You will see the difference in series of process ids of the created process instances indicating execution across all execution engines.
