Directly delegate rule to the End User for maintenance through Tempo interface?

Is there a way to delegate a rule directly to the End User for maintenance through Tempo interface? Coming from a Pega Background I am trying to see if there is anything similar to the "Delegation concept" in Appian

You can still expose this as an Action that will start a process to update the constant (not rules but only constants) if that's what you need to maintain and update.
