I am trying to test if my write to DB process is working or not. When I am in debug mode, I added a few values using the process, without any errors. Does the database get updated even in debug mode to where I can test query in an expression rule editor, or is there a better way of verifying that data was actually written to the data base as a result of the process that was run in debug mode?

yes in debug mode also data will be write to data base .
You can check in process model it self that what data is writing to data base ,by Stored Values

Debugging a process means you are actually running the process, just from the back end. If the smart service node Write to DB is executed successfully without any error, it means the data has been stored in the database. You can check from the process variable what data you are storing and verify from the database that the data matches.
