I am using Appian 21.2 on cloud version (MariaDB) and I have 2 Views:
1) one view with 30 columns and ~300k rows which works pretty fast2) second view with 85 columns and ~140k rows which takes around 8-9 seconds to load
I know that using the standard smart services you cannot have more than 50 columns and max 100k rows and whenever I use the smart service Export SQL To Excel it breaks "max_statement_time" exceeded.
Also querying a few rows from the second view won't be possible since it breaks.
Any idea for OOTB solutions?

Your problem is quite a common use case, unfortunately there is no OOTB solution for this. The best way to achieve this would be to export the data into multiple excel files (e.g. in one excel file you have 50 columns, in the other you have 35).
Once you have these files, you can utilize this plugin https://community.appian.com/b/appmarket/posts/excel-template-merge.
It will allow you to merge the excel files (with a custom template if you require it) both vertically and horizontally. Hopefully this helps - let me know if you require help configuring the plugin.

I always ask at this point *why* you want to export the data? It's much better left where it is. As soon as you export it, it's out of date. If you need to use it for reporting (a common use case) you can point your tools at the data in situ rather than move the data to the tools.
