As per the records security documentation Auditor Role can view security of record but can not edit it.I am testing same use case.
But for the basic user to have system tab access, it needs be to system administrator and when I change it to admin it has all right to perform all operations then what is purpose of providing different role security on record type when admin user can only access system tab!!! ...

You don't need to make a user a System Admin to give her privileges to see the System Tab; you can simply add the basic user to these two groups:

1. Designers
2. Portal Administrators

Therefore at this point the Auditor Role of the given record makes sense.
