I went thru the documentation and thought of increasing RTS count from 2 to 4 but looking for more info in terms of impact of this increment.
We have 60 GB RAM and 4 CPU for the enviroment.
Now Data server log file under ss folder is showing 9gb size and while starting up data server, CPU usage was 100% for few secs and some time in past it took 15 min to come up.
In Appian Env, we have Record type sync and many columns are of 4000 char.
Will it be helpful to increase RTS count in this case to avoid any sync issue while bringing up the data server.

I don't think increasing the number of RTSs is likely to help you in this case. The RTSs are used to serve queries against ADS, but it doesn't sound like you're having issues with queries; it sounds like you're seeing slowness on startup. Did you just see this happen a single time? Do you know if there were active syncs ongoing during startup?
but if we are stopping Data server then any pending sync process will not be terminated? And then during start of data server, it will try to sync again.
