I exported my all records from my record type but in excel sheet it is not showing correct date and time for dateTime field , and also there is no timezone in excel sheel,
below is the screenshot for the problem, expected time (10/03/2023 PDT)

i used a!todatetime() function, For me dateTime is exported with proper timezone and correct format but for some user it is not working.
Maybe the issue is with their timezones? Try to check if there is a difference between your timezone and theirs. You can check it from the settings if you click on the profile picture, next to navigation.
No timezone is same for me and for another user, problem is that if i use my colleague's credentials and then export the reports i get the correct data, but my colleague not getting correct dateTime format with his credentials
There shouldn't be a difference then. Appian record exports really take the values that are being displayed in the grid and export them in an Excel. If you think everything for you and your colleague is the same, including the record filters and timezones, and this is really troubling you, I will advise to create a support case with Appian
