Is there a way I can use one record action in two different places with different display names?

Nope. Only alternative is a startProcessLink.

 If you want to display the name dynamically based on a value of your record, you can configure in the record action/related action name using the expression. But if you are asking to have the name change irrespective of the record context then I would say No, it cannot be done. As Mathieu mentioned you can use a startProcessLink to achieve that.
