Is there any way to get rid of the RecordAction tooltip hover?

AFAIK the tooltip is automatically configured to reflect the Related Action's "description". So the first thing to try (if i'm right) would be to clear out the related action's Description field.

Yes, you can remove the tooltip by removing the description from the record action. See the blow screenshot below for reference:

Sorry for the wrong info then - in that case, i think this is most likely hardcoded behavior within Appian. 
 It might be worth your while to raise it with them as a support case, especially if you can make a use case for needing the ability to turn it off.
