While pushing data from a user input task into database, the string containing apostrophe gets converted to something like this - workers¿ details, with an inverted question mark. Any idea how this can be avoided?...

Is your DB configured to use UTF8 for storing data?

it seems that DB is not configured for UTF-8, the value for NLS_NCHAR_CHARACTERSET is AL16UTF16.
Wondering if htmlEncode() and htmlDecode() could be the right way to do it...or is there a better approach..?

Those functions will encode and decode the characters into HTML entities, I don't think that will solve the problem for your specific use case. You better update the database as suggested above.
