Not able to create a new Record Type from scratch in Community Edition

I have checked my community edition, but looks fine in mine. May be raising a request for Appian Support can help you.

Yes even I have faced the same I have contacted the appian community edition team they helped me on this. According to my observation once we register for any region example: here https://us.appian.community we get a home page. Instead of clicking Appian designer from Navigation menu We need to click the Appian designer option which is displayed below Build your app & Browse Catalog displayed in home page. Then we can see the different applications that starts with our workspace. Then try to create record then we can see the option "Start from scratch". Try this hope this helps.
