Can we hide the Follow button from the record dashboard? If yes, then how can we achieve that?

No, this is not configurable.

I also suggest you take a look at "Encourage Discovery" from forum.appian.com/.../News_Design_Best_Practices.html to learn more about the benefits of this feature.
