File extension blocking

Hi,

In the admin console, you can set "File Extension Blocking".  We set it to block files with the specified extensions and inputted the file extensions below:

My understanding is that this is a universal setting and would apply for any upload in any application?  Is that a correct understanding?

If so, then it's not working for us.  Our users are able to upload files with one of those extensions without seeing an error message. 

Has anyone used this setting to block file types and it worked for them on a universal level rather than using the validations on the specific upload on a form?
