Changing the User Locales

Question

Hello All, 
 Can you please let me know how can i change the User Locales of a user like TimeZone and all others in 17.3

1) Step 1 - Enable languages the installation would support by going into Designer-> Settings Tab -> Internationalization - >Internationalization Settings -> Select the languages and Save. 
2) Users would be able to now select from the languages checked and saved in step 1 through profile settings.

manikandanp13 I thought the same thing as well but it looks like the timezone dropdown is now disabled for 17.2.
