Initial Admin user problem

I've just doe a very quick installation of 17.4 and being a quick one I have forgotten to create the password.properties file.

I have started everything and can login as the administrator user but obviously the install didn't create an initial admin account.

I have stopped JBOS, recreated the password.properties file and changed the suite.ear to dodeploy. in the hope it would create the user when I restarted.

However it hasn't and I get the following message in the server log :

Any suggestions on how to get an admin user ? Or is this a reinstall ?
