all startProcessLinks throw error: Could not Execute JDBC Batch Update

In our environment, we are unable to place a!startProcessLink() on any interface.  Even before we pass any parameters, we receive a pink error: "Could not execute JDBC batch update; nested exception is javax.persistence.QueryTimeoutException: Could not execute JDBC batch update".

I have another environment on the same version (18.3) where this issue is not occuring.  It occurs even when I place a simple a!startProcessLink in a a!linkField.

Have others experienced this before, and is there a fix/potential root cause?
